    The Animal Welfare Act was signed into law in It is the only Federal law in the United States that regulates the treatment of animals in research, exhibition, transport, and by dealers.     The proper care and use of laboratory animals in research, testing, teaching, and production (animal use) require scientific and professional judgment based on the animals’ needs and their intended use. An animal care and use program (hereafter referred to as the Program) comprises all activities conducted by and at an institution that have a direct impact on the well-being of animals. Animal welfare science is an emerging field that seeks to answer questions raised by the keeping and use of animals, such as whether hens are frustrated when confined in cages, whether the psychological well-being of animals in laboratories can be maintained, and whether zoo animals are stressed by the transport required for international conservation.

    Animal welfare is about natural freedoms: the freedom to live and reproduce in a healthy environment, the freedom from hunger, the freedom from discomfort, disease, and distress. IFAW protects animal freedoms by pursuing global policy changes. Harmonised EU rules are in place covering a range of animal species and welfare-affecting issues. Whilst Council Directive 98/58/EC lays down the minimum standards for the protection of all farmed animals, specific directives are addressed at the protection of individual legislation also sets welfare standards for their transport and conditions at the time of stunning and slaughter.
